If you can't afford panniers...

Make them!

I'm planning to leave on a long ride in the next week or so, and there's no way I could pay more for the panniers than the trip was going to cost me. So I decided to try and engineer a solution.

I'm not the best at bending and welding tubing, so I used solid square stock to prevent kinking and blow through. The trade off is lower strength for its weight, but it feels plenty rigid for its purpose.

I'm proud of the result. I've got less than 20EUR in materials for the frame and 100EUR in the bags off Ebay.

frames

Looks like a good job , do you tie/fasten the panniers to the frame on the lower edge to stop the rising up ?

Thank you. Yes, these bags have 4 loops that secure each bag to the frame, plus the 3 straps that go across the top. There is very little movement with everything tied down.
