I did not have any problems myself with fitting them. but some force had to be used to attach the part part of the tank guard that attaches to one side of the engine guard. so basically, first loosely fitting the bar under the beak, and then putting some pressure on the lower part to align.

Is the fitting issue confined to just the top tank crash bar.

I haven't heard of any fit issues with the bottom guard. Mine was perfect. The fit issue with the top is an easy fix with a couple of spacers. If you are only interested in the bottom guard BMW has one listed now in their 2019 parts catalogue. Can be found on page 187 - Engine Protection Guard. No idea of the price $$$.

I did not have any issue with fitting lower or upper guards. no spacers were needed.
